Synopsis
1940 saw another East-West squabble with the East controlled CRU declaring the West champions ineligable to play in the Grey Cup due to rule difference betwen the East and West.  With no West representation, the Grey Cup was played between the IRFU champion Ottawa Rough Riders and the ORFU champion Toronto Balmy Beaches.  The CRU actually declated Ottawa the Gray Cup champions ten days after the second game was played between the two teams. The Rough Riders and Beaches had played a two game total point series, making it the first and only time that format was used in the Grey Cup.
