Known in college as the Tulane Terror, Waggoner played seven years in the CFL with the Hamilton Tiger-Cats from 1951 to 1957. The only individual stats available for 1951 to 1953 are scoring stats in the East and Wagoner had 10 touchdowns in both 1951 and 1952 and earned East All-Star honours in both seasons (there were no CFL All-Stars until 1962). Injuries curtailed Waggoner to only 4 games in 1953 and in 1954, the first year in which stats were kept, Wagoner had only four carries. Waggoner bounced back in 1955 with 110 carries for 617 yards and then in 1956, he was used more as a receiver than as a runner as he had 37 carries and caught 26 passes. Waggoner also played defensive back, recording 4 interceptions in 1955m 3 in 1956 and 1 in 1957 as his use on offense dropped almost to zero. After not playing in 1958 and 1959, Waggoner returned in 1960, playing two games for the Toronto Argonauts. Other than scoring stats, no official individual stats were kept in the East until 1954.
