Billy Ray Locklin played his college ball at New Mexico State, then played one year in the AFL with the Oakland Raiders in 1960, before coming to the CFL. Locklin joined the Montreal Alouttes in 1961 and played 10 years in the CFL, four with Montreal from 1961 to 1964, and six with Hamilton from 1965 to 1970. A linebacker in college, Locklin played mainly defensive end with Montreal and Hamilton. Locklin won five East All-Star awards as a defensive end, two with Montreal (1961 and 1962) and three with Hamilton (1965, 1966 and 1968). Locklin was also a three time CFL All-Star at defensive end (1965, 1966 and 1968). With Hamilton, Locklin teamed up with Angelo Mosca and John Barrow to give the Tiger-Cats an outstanding defensive line. It says a lot for Locklin's ability that even with those two future HOF lineman playing beside him, he was twice nominated as Hamilton's Oustanding Lineman (1966 and 1968). There are not many statistics for lineman from that era as no sack or tackle stats were kept, but Locklin did record one interception and at least six fumble recoveries (fumble stats were not always complete). Locklin scored two touchdowns, one in his rookie season in 1961 and one in 1969. The stats don't indicate how the 1961 TD was cored, but the 1969 touchdown came on a fumble return.
