Dulin signed as a free agent with Ottawa in 1982 and was named to the East All-Star team in his rookie season. 1983 brought even more success with 11.5 sacks and All-Canadian All-Star recognition. Partway through his third season in Ottawa, in September of 1984, Dulin was traded to Saskatchewan along with a fourth round draft pick (Tony Dennis) for OL Peter Vander Bos. The western Riders traded Dulin back East in September, 1985 to Toronto for the Argos's fourth round draft pick (kicker Tony Brown).
