Cooks was drafted in the 15th round of the 1984 USFL College Draft. When Houston released Cooks, he joined the Jacksonville Bulls on waivers. With the suspension of the USFL, Cooks joined the Montreal Alouettes in August of 1986, playing 6 games for the Als. Rayford was signed as a replacement player by the Houston Oilers during the NFL strike in 1987, and later had a tryout with the Phoenix Cardinals. After his release by Phoenix, Cooks joined the BC Lions in 1989.
