The hard hitting Carter played both outside linebacker and safety during his career. Carter was a first round pick of Toronto (fourth overall) in the 2000 college draft. After two seasons with Argos, Carter was signed as a free agent by the expansion Ottawa Renegades. After two seasons in Ottawa, Carter became a free agent again and this time signed with Hamilton. Carter ended back in Ottawa near the end of his second season in Hamilton and then moved to Winnipeg for 2006. Montreal signed Carter as a free agent in March of 2007, but he was released before the season started.
